It's odd indeed, I always fear I'm messing it up. I currently can't find the "blog settings" menus.
The link is http://simracing.kinja.com/ and I took a bit of the Oppo rulebook.

The Blog settings should be under manage blog (which any of the admins on the blog, either yourself, if you added "you" or the "admin" account that you posted under previously, should have the ability to see). The manage blog on desktop is in the triangle menu next to the small icon on top of the page (where the small single oppo wheel is on oppo).
If you're looking for something else, let me know, I did end up writing the unofficial process for creating these.
